Program 3: Monitoring and evaluation of educational sector plans
The overall objective: The workshop discusses the complementary relationship between monitoring and evaluation in educational plans through the differences between best international practices and individual experiences in the participating countries. The most important objectives of the workshop are:
• Enhance the technical skills of participants in monitoring and evaluation in terms of their components, framework and institutional arrangements.
• Expand participants' knowledge of strategies which are applied in neighboring countries.
• Exposing participants to international standards and best practices to refine monitoring and evaluation in education sector plans.
Expected outputs of the program.
By the end of the training workshop participants will be able to:
• Distinguish evolutionary concepts of monitoring and evaluation as part of the strategic planning cycle, and to determine how monitoring and evaluation processes are structured in their countries.
• Identify the benefits of results-based monitoring and evaluation, and find ways and means to implement them in the national context.
• Identify, calculate and interpret key performance indicators to assess progress in the implementation of sector plans to ensure monitoring and assessment of relevant targets at the National and Regional levels.
• Identify additional support in capacities required for a comprehensive national monitoring and evaluation system.
• Increase communication between educators, planners and employees of the Ministries of Education from the participating countries.

3. Results-based monitoring and evaluation process.
4. The necessary institutional structure.
5. Select key performance indicators KPI to monitor and evaluate educational sector plans.
